CLARITY Act Hopes Add $63 Billion: Only 1% of Bitcoin Supply Blocks $70,000

The crypto market added roughly $63 billion in the past 24 hours. Total market value climbed 2.8% to $2.32 trillion, CoinGecko data showed on July 21.

The spark came from Washington. The White House has reportedly settled the ethics fight that kept the CLARITY Act stuck for months.

White House Reportedly Clears CLARITY Act Ethics Hurdle

The Digital Asset Market Clarity (CLARITY) Act answers one big question. Which cryptos does the Securities and Exchange Commission (SEC) police, and which fall to the Commodity Futures Trading Commission (CFTC)? No written rule decides that today. Regulators have filled the gap with lawsuits.

One clause held everything up. It would block senior officials, including the president, from profiting from crypto while in office. Democrats made that language a condition for their support in earlier market structure negotiations.

The standoff appeared to break days after a July 17 Oval Office meeting. President Donald Trump reportedly sat down with Senators Cynthia Lummis and Bernie Moreno and acting Attorney General Todd Blanche.

“I’m hearing from multiple industry sources that the White House has agreed on an ethics package for the Clarity Act and sent the language to certain Senate Republicans this afternoon… industry participants are hopeful this could clear the way for updated bill text to be released soon,” Eleanor Terrett indicated.

The White House is acting like the clock matters. Crypto adviser Patrick Witt even deferred his Georgia Army National Guard training to push the bill through a tight legislative window before the August 7 recess.

The math is simple. The bill needs 60 votes, and Republicans hold 53 seats. At least seven Democrats must cross over. Watch Senators Catherine Cortez Masto and Mark Warner. Both have tied their support to illicit finance safeguards.

Can Bitcoin Reach $70,000?

Bitcoin (BTC) trades near $66,255, up 3.5% in a day and 5.7% on the week. Ethereum (ETH) rose 4.4%. XRP added 4.3% in today’s broader market rally.

Big money is moving too. US spot Bitcoin ETFs pulled in about $727 million over five days. That marks their longest inflow streak since May.

On-chain data makes the $70,000 case simpler still. Glassnode’s UTXO Realized Price Distribution (URPD) shows where coins last changed hands. Nearly 397,000 BTC, or 1.98% of supply, sits at $66,898. That is right where the price trades now.

Above that, the road clears. The $70,685 level holds just 206,000 BTC, or 1.03%. Fewer holders sit at breakeven overhead, so fewer coins are likely to be sold into strength. The next big supply wall only appears near $83,000 to $85,600.

History adds a hint. When Trump signed the GENIUS Act, the stablecoin law, in July 2025, total crypto market value crossed $4 trillion for the first time. But passage is not the finish line. Regulators missed that law’s one-year rule-writing deadline just last Saturday.

The CLARITY Act also protects customer money when platforms fail. Crypto lenders Celsius and Voyager collapsed in July 2022. Customer deposits got pulled into their bankruptcy estates. Lummis, a Wyoming Republican, framed the fix around those failures.

Asset manager Bitwise has already called the bill a key Q3 catalyst that could mark the market bottom. Bitcoin sits about 5.6% below $70,000, and little supply blocks the path. What happens next depends on the updated bill text and those seven Democratic votes.
